I haven't used anything but Photoshop for the last 17 years, but I think Windows still comes with a basic picture editor called "Paint".
If you open the picture in Paint and click around a bit, you will probably find an "Image Size" which you can change the size with.

If you don't want to spend $700 for Photoshop, you can download a free program called Fotosizer. Not bashing Photoshop.... I've been using it professionally in my photo restoration business for years, and I am a member of NAPP (National Association of Photoshop Professionals) as well.
