Not sure LI poly
I just bought a Lithium polymer off ebay called Hecell and I have A Hobbico MKII charger. The battery is 7.4v or 2 cells and has a capacity of 2100mah. Should I charge it at 2.0 amps or if not at what amp should I charge it for and also for how long should I charge it for.

This information should be detailed in the information that came with the cells.
Generally speaking, LiPolys should be charged at or below 1C, or one times its Capacity. Since your cells have a capacity of 2100mAh, the 1C value is 2.1 Amps. 2.0 Amps is less than 1C for these cells, so it should be fine.
Do you mean you have the Hobbico Quick Field Charger Mk III (Mark THREE)? The Mk II will NOT safely charge LiPolys.
