lithium ion protection circuit
I recently purchased a lithium ion 2 cell pack which has a current protection circuit board on it. Can this board be removed safely?
I can only use about 1/2 throttle with it, any more and it shuts off everything!

The answer to your question is unknown because we don't know what the cell type is.
It is usually best to use known Lithium Polymer cells for electric flight.

If it's cutting out at half throttle, the pack is probably not adequate to power the plane, whether the protection circuit is there or not. The circuit was designed to cut out before the battery overloaded. Removing it will only allow you to overload the battery, damage it, and possibly cause it to explode... These are lithium ION, metal-can, packs, after all, and these do explode.
