will i burn my motors /ecs with this battery
can I use the below battery based on the specs at the bottom of this post

The answer is probably NO. If the motor and ESCs are rated for 3S and you attempt to use 4S, you are usually asking for trouble.
You will get better answers if you post the exact EDF units and ESCs you wish to use. Then there is a chance that someone having direct experience with those components will be able to help you.

The A-10 Fighter jet comes 97% pre-built and includes a powerful twin 20A (40A Total) brushless electric ducted fan system plus steerable nose wheel.
Scale model enthusiests will notice the engines to be larger than the real life model, this model is designed this way to increase acceleration performance without increasing Amp load; keeping the battery, esc and motors under 20A in size.
This well detailed jet uses two 75mm ducted fan units to provide fast throttle response and a high top speed.

So I'm guessing you are talking about this plane:

I don't know if you can use a 4S pack without frying something. That would be 33% more than the recommended voltage. To me, that just seems foolish, but perhaps someone else will jump in with more information.
My question is: Why don't you want to use the recommended 3S pack?

The ESC is the choke point. Most motors will handle a few more volts than rated by the vendor (they know R/Cers). If the ESC can handle four cells and you can keep the amps in the proper range, you can probably get away with the four cell packs. You may, however, shorten the life of the motors - but it'll be a helluva ride until they die(-:
