can you charge 2100 litho ply 3 cell with a 3 cell 1500 ma charger - will the charge up to full ?

but only take longer to fully charge ?

Yes, it will just take longer. Make sure the cell count is the same and do not excede 1C for the charge rate.

Just in case, "C" is the battery's mAh rating in mA, so C for a 2100mAh pack is 2100mA, or 2.1 Amps. Do not exceed 2.1 Amps on the charge, and you'll be fine in this respect.
