The motor can probably handle either, with the right prop. For a 3S, you need a smaller prop, or a higher gear ratio.

For a reference point, I'm using that motor/gearbox in an Alpha Corsair (16 oz) spinning an APC 9x6E prop with an 8-cell (9.6V), 1100 mah NiMH pack. On a test stand, at full throttle with a freshly charged pack, my watt meter showed ~110 watts consumed with about a 10-12 AMP draw. That's a static test, and, as one knows, the prop "unloads" somewhat in flight so the amp draw is reduced. But I don't normally fly the thing at full throttle. The max efficiencey range for that motor is stated to be 4-8 amps, so maybe the 2S pack would be suitable with the 9x6 prop, but the 3S pack would require a smaller prop (or maybe a 10x4). It also depends on the application.
