Nice!! I am hoping what I have done will work. I have extended the normal rudder down somewhat - I will post some pics tonight and hope the weather gives me a break!!

Finally the weather gave me a chance to get down to the dam and see how my extended rudder would work. It works a treat. As long as you have the plane under some power so that she is just about to get up on step, her backside gets low enough for the extended rudder to enter the water and allow me to steer.
