There many "traps" to fall into when measure wing and stab incidences, at least when a person will do this type of measurments for the first time.
I think it might be a market for a very good bar and clamps that is symetrical and therefore it would not matter if you turn it 180 degrees and measure wing or tab on the other side so to speak. clamps and bar made of carbon for example, one smaller bar for stabs and a larger for wings.
Robart "404 Model Incidence Meter with 18 inch bar and the longer bar "404029M 36" Meter Bar" is often recommended but maybe it is not really as good as we would like for our F3A plane setup.

I have both above, I do not know of any better available commercially.

- Elevator Alignment Tool
- Precision Alignment Tool Mount (to mount a meter on Robart bar)
