Default Heli max problem

I had someone give me a heli-max cp yesterday, Im not sure but I don't think this is right, when I add throttle the main rotor spins up but the tail rotor does nothing until I give it right rudder, then it spins, when I give it left rudder I get nothing, put the rudder back to center and it stops spinning again. the only time the tail rotor spins is when you apply right rudder? Any Idea's? Thanks

You know what, this is the older style axe cp, it looks like this is a fixed pitch tail rotor, maybe this is the way its supposed to be, I notice at low throttle stick I need to give it rudder input and as the main rotor winds up I have to release the rudder stick to keep it from spinning around, is this possible?
