Default Downthrust -- I need expert advise

My elevator is in neutral position with the trim control in the middle position. If my airplane (J-3 Cub) wants to climb all of the time even when I try to trim it, is the problem:
1 - Too much downthrust?
2 - Not enough downthrust?

Will the answer change if my airplane has wings on the bottom, like a P51?

I'm getting conflicting advise on the subject from experienced pilots and I would like to know what the proper answer is.
Any help will be greatly appreciated.

Doesn't matter what wing configuration - in a tractor aircraft, 3 degrees downthrust and 3 degrees right thrust is typically used to mitigate the "nose up", and "torque effect" (left wing down) problems.

So, based on your comments, the answer to my question is No. 2 -- I don't have enough downthrust.

Is that correct?

had the same problem with pelikan piper cub, axi 2212/26 i added 4-5 deg down and the problem was solved
