Motor Size: 2835 (380S)
Speed: 3900kv
ESC Required: 40A
Voltage Range: 6~12v
No Load Curr: 2.0A
Max Load: 40A
What does the Max Load: 40A ,mean on the motor ?
is it that it will only draw 40amps from the battery
or
do not deliver more than 40amps to it ?

Do not deliver more than 40 amps to it. The sustained current level should be much lower than this and is usually listed with the other motor stats. To lessen the current draw, use a smaller prop.

At a certain voltage, any motor will try to draw whatever the prop/motor combo demands [whether the battery can supply that is another matter]... I'd use a prop which draws perhaps 35A - pushing the 40A envelope is not advisable.
