I guess technically it is.

scramjet testbed is the fastest airbreathing, endoatmopheric flight vehicle of any type.

As best I can remember the X-43a is to be mounted on the front of a pegesus rocket to around 100K feet and then breaks off...the scram then fires
and the 43 does it's thing....the 43 has auto navigation and requires no sort of RC input.....I saw a show on the discovery channel a few
weeks ago on it but that doesn't mean my facts are %100..
