It does indeed look cleverly home made by a skilled machinist with a decent lathe. Don't know how well this arrangement will perform with that engine as it has brutal power and the clutch material might not survive long in actual use or become slippery and loose you many rpm. I'm pretty sure your Picco will rip that clutch apart. It's a nice piece. You may want to save it for a smaller engine in a play boat. It would be a shame to ruin a good part so quickly....

So now that I got the help I needed, I decided to turn this message into an update of my Picco build.
So far I got the rear pipe holder, water trhough hull and water exit on the transom.

The mounted aquacraft radio box. Both mock servos are installed and the throttle cable roughed in. It needs to be completed and the rudder rod attached.

The next two photos show most of the plumbing. Since this boat has a clutch, I will be installing a electric water pump. The rest of the plumbing is in place but does need to be cleaned up. Both tanks are plumbed.
Do you boat guys usually use a fuel filter on your fuel line?

another thing is that nitro fuel line if not you will have a big mess also does the water pump have a bypass so that once the boat is moving the water is forced into the engine if the water pump cant keep up or looses power it will cook your engine fast

The line used was purchased from my local hobby shop who told me it is safe for both fuel and gas. I could use traditional silicone tubing but he thinks the line may swell with the pump reducing pressure. I will test all this when the pump arrives. I have also thought about the water pressure when the boat is in motion and I will also test this when the pump arrives. I dont think the pump will have an issue because the pulse pump on gas boats work OK when boat is in motion. The pressure with this pump should simply overide the motor and flow right through. We will see, I will let you know.

Unless you plan on letting the boat sit in the water and idle for long periods of time you really don't need the water pump. I would agree with several other posters, I think the liner with the 3/16 Flex will cause problems. If you can remove the liner and run 1/4 flex it will hold up much better to the power of the .90
