Well, for starters the Rio is a very nice overall boat. Be patient as this hobby does have a learning process. Pictures of your hull insides will significantly help diagnose your problem with water. Could be as simple as a cut water supply line. Do you have the plug in the transom missing???...I know it's an obvious question but....

Pressure check the cooling system that can be a source for massive amounts of water in a hurry. Lines, gaskets and o-ring especially those sealing water on the cylinder and exhaust system.

A little through the tube at rest is typical. Sometimes you will get water, others not. Disconnect the water tube hose at the pickup. Blow into it as you place your finger on the water outlet hole at the side of the hull. If it's tight, the cooling system should be at least mostly sealed. Is the water coming in as you "tub" test or actual running in a pond?

While tub it drips out the stuffing tube quite a bit and then while running i only get about 5-7 min before engine dies because of the water it sucked in. where the stuffing tube meets shaft i no longer have the rubber piece there its worn off is this ok? i will pressure test this morning

To seal the shaft on the inside,go to an auto parts store and get a vacuum plug to fit on the stuffing tube, slip over the tube and make a hole for the shaft.

keep in mind when you regrease the cable most of the grease gets wiped off when you put it back in the stuffing box, if your boat is new it might take a few applications to get a good build up, also if your stuffing tube will allow down sleeve it on the motor side with another smaller tube just a few inches in maybe even 2 sleeves downsize as long as it does not bind on your cable, this is general info and might not apply to your boat, ive seen them but have not really worked on them.
