My lightest 10s pack weighs 1106g, my heaviest is 1170 or so. The light ones are zippy compact 10s 25c 5000s, my heavy ones are still light by the standard of what's out there in 2x5s or 10s/5000/20-25c range packs and are made from two 5s 4900 power unlimited packs from F3AUnlimited. If you aren't careful about your battery shopping you'll wind up in the 1300+g range for 10s 5000 packs.
I agree with the folks here keeping your plane light makes a big difference and really recalibrates how you think about weight I know there's some stuff I need to do on my Vanquish to further reduce weight, like reducing wire lengths (the power wires are surprisingly heavy) and there's a few places where I've intentionally indulged the geek in me at the cost of about 100g, but there's no way I'd overbuild the ESC mount you've got there. My ESC is zip-tied onto the bottom of the motor mount box and has been perfectly happy and perfectly cool for well over 100 flights.

1. How are liking the zippy compacts (quality, balance, etc)? at that weight and price I'm really considering getting a couple to try them out.
2. How much does you vanquish weight with the compacts.?

I think if you look into the Canadian pattern rules you will find that in all classes except FAI you can weigh your electric plane without batteries, so yes you have to be 11lbs but without batteries.

I was baby sitting Sat....But did go out Sunday with my grandson and Aesthesis... Augie was shooting off model rockets and my grandson just loved it.
I have his trainer just about ready so after the pOCONO, we'll start training him in earnest. Cason loves airplanes most of all...

1. I like them a lot, about 30 cycles on each one, internal resistance is 1-3mOhms per cell for a total IR of 18-25 even flying in 105 degree temps this weekend they came down at about 115 degrees. No sign of puffing. I wish I could get more, but they've been out of stock since I got my first pair.
2. Well, before repairs to the LG, my over-equipped Vanquish was at 4860g with the power unlimited packs, so on a fresh Vanquish built the way I built mine I would be at 4800-4810. If I were willing to give up my Emcotec arming switch (which I will do if the rules for arming switches are actually passed and become official) I'd be down to 4750 or so.

They may add weight, but for the piece of mind of knowing that my airplane is safe it is worth it to me. Plus, like I said, I am never going to have to worry about making weight at the NATS, so I do not obsess about it.
OK, just looked at the proposal again. Seems to be clear that a "physical" break is required. D-U-M DUMB!! A proven system like the Emcotec should be allowed. This sounds like a perfect situation for a cross-proposal to include switches like the EMCOTEC.

The problem that will likely make them illegal is that they are fail ON, so if there's a problem on the ground the system is HOT. My personal argument is that you need to have a cascade failure of multiple electronic components for that to be a problem but it is a valid safety concern even if the likelyhood of the cascade failure is billion to 1. A couple of people have contacted Emcotec about the fail on problem and they are looking at implementing fail off, but even that wouldn't comply with the proposed rule that requires a physical disconnect.

I had not seen anything about the fail closed. But I agree with you, the probability of that happening is almost too small to even think about. If you want to go to that point then what is the probability of a solder joint failing and allowing the circuit to close when using a plug? Bottom line is if I am told I cannot fly due to having a piece of safety equipment, then I'll just go home.
