Budget Kit?
I have owned various rc,s and am more of a basher but does any body know of a good inexpensive kit that would be a good racer. I dont want to spend 1000 bucks to race just want to be a semi competitive.

I would check out ofna line of kits and rtr's . Good starter to get ya racing and will hold up to racing. For the money.
Your gonna wanna get something better after you start racing so the choice is yours

Electric or nitro? Does it have to be RTR or are you really looking for a chassis kit?
I second an OFNA car for that budget. Good models, stand up to abuse, that's what you need for your early racing career.

To the OP, OFNA would be the best bet for your price range, but check the used market as well. I got an incredible Losi 8ight e of sorts for about $350 to hit the track running. If you could hold off just for a bit and bump your budget up a couple hundred more, you could have some of the best equipment available, used, and bought locally. $1000 is a good price tag for a good new kit, but if you know what to look for in terms of condition you can find a great ride second hand for less than half
