" make it flat and look like fabric "

You can paint it with a clear flat, but it is not going to look like fabric. There is no weave that will appear.

I have used Top Flite Lustrecoat flat clear with good results. And I did NOT scuff up the surface first. Worked just fine. But as the above post said, there is no 'weave' visible. But it does cover up the shine.

I use a plastic pot scrubber and that takes off some of the sheen. If it isn't flat enough then I use flat Lustrecoat .
I'f there are decals on the plane and you are going to spray it I would recommend to scrub the decal material as I experimented spraying one side of a scrap decal without roughing it up and the other side after roughing up the surface and the smooth side started to peel when flexed while the other side held firm.
I'm not sure how you could simulate fabric unless you concentrated the roughing of the surface in a uniform cross-hatch pattern but even then I don't know how much would show after the clear is applied.

Painting covering is easy but the best way to get that nice fabric look is to recover the plane with a TEX covering. It's both cloth and matt. Great and easy product to work with too. Other the the cost!![&o]

None. I took chrome Monokote, skuffed it, applied it in scale panels to my P-40. When I oversprayed some clear onto something, (decals or whatever), the scuff dissapeared.
