Default Water Cooling Rudder Intake

I purchased an Aluminum Rudder with water intake assuming that water would flow into my water cooled ESC. I've tried everything that I can think of to get water to flow. The instructions that came with the rudder are non-existent. I didn't build a conventional boat I added an airplane 480 size outrunner onto a boggie board with a pusher prop to power it so I'm not concerned about heat on the motor. I have the ESC, Lipo and receiver in a make shift waterproof container so i'm concerned about heat on the ESC. Never using a water rudder before is the water pushed through the tubing or do you need some kind of item to pump the water.
Any help would be appreciated.

Rudder water intakes are powered by the forward motion of the boat. The faster the boat, the more the water flow. Under 15 mph they don't flow very well....

I was afraid of that. Since I put an airplane motor on a boggie board I never intended to break any speed records. It is definitely slow.

make sure the ports in the rudder are clear, sometimes (especially from HK) there can be little flakes of metal blocking the water.
