Regarding my order to RCM Plans on April 24, 2013, I placed another message on their NON-RESPONSIVE website demanding fulfillment of the order or crediting my VISA account for the amount charged. This is to be performed on or before Wednesday, July 10, 2013. I found another phone number for RCM PLANS LLC on my VISA statement. It is 626-485-8644. Although no live person answered, it had a VOICE MAIL recorder with a lady's welcoming message. I left a voice message duplicating the message above and a return phone number. If I hear nothing back by Thursday, July 11, 2013, I am calling the bank holding my VISA account and filing a complaint with the Oregon Department of Justice. This probably won't get any remedy but it might get RCM PLANS off the grid or, heaven forbid, improve their business practices.

If we could get the credit card companies to deny charges by them, that would be justified I think. I too will wait a few more days and maybe try my card company next. However it's been so long they may not do anything .....
RE: CJET POST - The phone number appeared on my VISA statement next to the merchant name RCM PLANS LLC OR. In any event, it is the phone number that VISA associates with RCM Plans. I'm fairly confident the phone number is the real deal. At least this number has voice mail instead of just a ringing, non-answered phone that the other two numbers return. However, the VOICE MESSAGE LADY may just as well ignore the voice message as she/they have ignored my messages left on their website. I'll post again on Thursday, 7/11/13, or after and let you all know what kind of TRACTION in get with VISA. I'll be sending them a detailed email complaint and then follow up with a phone call. In any event, if no message is heard from RCM Plans before Thursday, I am filing a customer complaint with the Oregon Dept of Justice, come .... Heaven or High Water. I've already told RCM Plans such in my last website message.
I suggest and encourage that other members of this forum who have had similar dealings with RCM Plans to do the same (Oregon Dept of Justice customer complaint).

I have now looked at my Card statement and it lists them as RCM PLANS LLC GOLD BEACH OR, just a slight difference, but it might be helpful. My statement had no phone numbers. Thanks for that.
Won't get me my order but may help in future cases.

Okay, I dropped my RCM Plans Service bomb into the courtyard of my credit union/Visa account holder. Wish me luck. I'll let you all know how this transpires later. My next correspondense will be to the Oregon Department of Justice. Best regards, LARRY

Dear Sir/Madam: On April 25, 2013, I placed an online order with RCM Plans Services (www.rcmplans.com), Gold Beach, OR, for documents, products and services in the amount of $90.75. RCM Plans accepted my order, provided me with an online account, charged my MACU VISA account for the full amount of the order on that date and assigned Order #6683 to the transaction. Near the end of May 2013, I had not received shipment of the order. I likewise had not received any email, phone call or other communication from RCM Plans about any delay in processing or shipping. From that time and to the present, I have left messages on their website and called their website listed phone numbers (541-247-2222 and 877-247-2290). The phones ring but no one answers and there is no voice mail message options. On July 5, 2013, I found a third phone number for RCM Plans on my MACA VISA statement and called that number (626-485-8644). An answering machine picked up, did not specifically identify the number as being RCM Plans Service but did provide an option to leave a message and a promise to call back. I left my name, phone number, email address and my RCM Plans Order #. They have not called back. From the forum/blog pages present at www.rcuniverse.com (a radio control hobby enthusiast website), I have subsequently learned that RCM Plans Service has a year or more bad history of tardy, bad, negligent and likely fraudulent business practice. MACU and/or VISA assistance are requested to: 1) return the $90.75 to me that RCM Plans has not provided service for and 2) rescind VISA merchant privileges for RCM Plans. Remedy and action from MACU and VISA notwithstanding, I intend to file a consumer complaint against RCM Plans Service to the Oregon Department of Justice.

I am anxious to hear back from MACU regarding this matter.

I submitted an on-line consumer complaint with the OR Attorney General's office earlier this week. This morning I received a computer generated response stating a letter has been sent to RCM Plans requesting a response to my complaint. While I have minimal expectations based on my experiences with RCM Plans, at least some external action has been accomplished.
Updates will follow as new info is received.

In the interim, I received a response from the credit union/VISA account regarding my dispute with RCM Plans. They have assigned the dispute claim to an agent specialist, provided me with a "temporary credit" to my account in the order amount and then warned me that the merchant has 90 days to respond. The credit union said that neither they nor VISA could compel the merchant to issue a refund. The merchants only obligation is protection of their good faith, honesty and reputation. NOT MUCH TO GO ON AT THIS POINT IN TIME.

I filed a "consumer complaint" with the Oregon Dept. of Justice about July 10, 2013. They gave me an email response yesterday (see below). Not much to go on in regard to seeking performance or reimbursement from RCM Plans. In any event, RCM Plans is on somebody else's radar screen.

The RCM Plans folks have finally responded to the AG's letter. The ubiquitous computer software once again. However, the RCM Plans folks response to the AG said they were going to contact me via separate e-mail and arrange for a REFUND of my payments! When this happens, I post another update. While the money is nice, I would much rathrer have the plans.
