Regarding my order to RCM Plans on April 24, 2013, I placed another message on their NON-RESPONSIVE website demanding fulfillment of the order or crediting my VISA account for the amount charged.  This is to be performed on or before Wednesday, July 10, 2013.  I found another phone number for RCM PLANS LLC on my VISA statement. It is 626-485-8644.  Although no live person answered, it had a VOICE MAIL recorder with a lady's welcoming message.  I left a voice message duplicating the message above and a return phone number.  If I hear nothing back by Thursday, July 11, 2013, I am calling the bank holding my VISA account and filing a complaint with the Oregon Department of Justice.  Their URL link, if anyone else is interested is: https://justice.oregon.gov/forms/consumer_complaint.asp.  This probably won't get any remedy but it might get RCM PLANS off the grid or, heaven forbid, improve their business practices.

I just called that number and got a lady on the voice mail also. However she did not identify in the recording if this was RCM plans service or not. I made a request for her to please contact me. My order was made 1-31-13.

If we could get the credit card companies to deny charges by them, that would be justified I think. I too will wait a few more days and maybe try my card company next. However it's been so long they may not do anything .....

RE: CJET POST - The phone number appeared on my VISA statement next to the merchant name RCM PLANS LLC OR.  In any event, it is the phone number that VISA associates with RCM Plans.  I'm fairly confident the phone number is the real deal.  At least this number has voice mail instead of just a ringing, non-answered phone that the other two numbers return.  However, the VOICE MESSAGE LADY may just as well ignore the voice message as she/they have ignored my messages left on their website.  I'll post again on Thursday, 7/11/13, or after and let you all know what kind of TRACTION in get with VISA.  I'll be sending them a detailed email complaint and then follow up with a phone call.  In any event, if no message is heard from RCM Plans before Thursday, I am filing a customer complaint with the Oregon Dept of Justice, come .... Heaven or High Water.  I've already told RCM Plans such in my last website message. 



I suggest and encourage that other members of this forum who have had similar dealings with RCM Plans to do the same (Oregon Dept of Justice customer complaint).

Thanks to all for the info in this discussion.

I have now looked at my Card statement and it lists them as RCM PLANS LLC GOLD BEACH OR, just a slight difference, but it might be helpful. My statement had no phone numbers. Thanks for that.

I ordered some liddle stick plans on April 2 (2013). As of today (July 8) still no plans. Sent 2 emails also. I called American Express today and filed a dispute on their charge of $19. I've given up on them but found a guy on ebay in Texas advertising the same plans for a liddle stik. Bought them last week and they arrived today-good plans too, proper size, good printing etc. , and only $12 total as opposed to the $19 RCM stuck me for and never delivered. If RCM plans won't supply, then I have no problem finding another source. Ebay may be the only resource now for finding copies of popular plans that RCM used to supply. At this point I'd say anyone ordering plans from RCM plans service is likely to lose their money. I certainly won't trust them again whether anyone else says they got plans from them or not. My experience is they are untrustworthy, unreliable, and not worth taking another chance on.

Tried the number listed in the post and the mail box was full. Go figure. I have filed my complaint with the consumer fraud folks at the Oregon Attorney General's office 8 Jul.
Won't get me my order but may help in future cases.

Dear Sir/Madam:  On April 25, 2013, I placed an online order with RCM Plans Services (www.rcmplans.com), Gold Beach, OR, for documents, products and services in the amount of $90.75.  RCM Plans accepted my order, provided me with an online account, charged my MACU VISA account for the full amount of the order on that date and assigned Order #6683 to the transaction.  Near the end of May 2013, I had not received shipment of the order.  I likewise had not received any email, phone call or other communication from RCM Plans about any delay in processing or shipping.  From that time and to the present, I have left messages on their website and called their website listed phone numbers (541-247-2222 and 877-247-2290).  The phones ring but no one answers and there is no voice mail message options.  On July 5, 2013, I found a third phone number for RCM Plans on my MACA VISA statement and called that number (626-485-8644).  An answering machine picked up, did not specifically identify the number as being RCM Plans Service but did provide an option to leave a message and a promise to call back.  I left my name, phone number, email address and my RCM Plans Order #.  They have not called back.  From the forum/blog pages present at www.rcuniverse.com (a radio control hobby enthusiast website), I have subsequently learned that RCM Plans Service has a year or more bad history of tardy, bad, negligent and likely fraudulent business practice.  MACU and/or VISA assistance are requested to: 1) return the $90.75 to me that RCM Plans has not provided service for and 2) rescind VISA merchant privileges for RCM Plans.  Remedy and action from MACU and VISA notwithstanding, I intend to file a consumer complaint against RCM Plans Service to the Oregon Department of Justice.

The transaction appearing on my April 2013 MACU VISA Statement is:  RCM PLANS LLC 626-485-8644 OR - Date 04/25/13 24765013115286890256279 5945



 

I am anxious to hear back from MACU regarding this matter.

I left a web message with my credit union/VISA company late yesterday evening (Tue 07/09/13) and they got back to me by email by 8:45 AM this morning (Wed 07/10/13).  They asked me to make a formal charge dispute claim.  This was subsequently done by a phone interchange.  The first course of action is for VISA to call the merchant and request that the merchant issue a credit for the disputed amount.  I told the account lady, "GOOD LUCK GETTING RCM PLANS TO ANSWER THE PHONE."  In any event, the credit/union promised that they would resolve the issue or give a final status notice within 7 days.  After hanging the phone up with the credit union, I went immediately to the Oregon Department of Justice website and filed a consumer complaint against RCM Plans.  I would encourage that any and all others who have had questionable and perhaps fraudulent dealings with RCM Plans to perform similar actions as mine above.  I understand that there may be some other providers of RCM plans out there on eBay and the like.  If I want to scratch build a Giant Sportster, Ultra Sport 60 or Ultra Sport 1000, that may be my only avenue at this point.  Best regards,  LARRY

I'd encourage everyone in the same boat with this plans service to file a dispute with their credit card company and any other way they take payments, such as Paypal. Easy to do over the phone, just call the credit card company and have the statement in hand or know when they made the charge. It was easy with American Express. A report to the ripoff report website might be in order too. A real shame modelers have to resort to this to get their money back or at least stop others from being taken. Whoever owns this plans service is very foolish to be negligent in filling the orders, as they have (or had) a great money making business that is going to go "down the tubes" once the modeling community catches on, as it will very quickly.

Follow-up.

I submitted an on-line consumer complaint with the OR Attorney General's office earlier this week. This morning I received a computer generated response stating a letter has been sent to RCM Plans requesting a response to my complaint. While I have minimal expectations based on my experiences with RCM Plans, at least some external action has been accomplished.

Updates will follow as new info is received.

While I agree with every ones complaint I'm going to see if this might apply. It is possible that the individual that had the business has passed away and there in no one to in fact even answer the phone. I've run into a similar circumstance a few years ago where the same thing happened and was the result of a death of a one man business with no family members left. There was a scam that occurred after the individuals passing. At any rate there is something criminal going on here

About a year ago I ordered some plans which took a long time to arrive. That was only after a phone call which an elderly lady answered and apologized for the delay. My impression was that she was a bit confused and well on in years. There may not be anything criminal but some one who has become disabled or has passed on.

It is sad to think of anyone being disabled, passed away or otherwise.  On the otherhand, someone is receiving, processing and accumulating credit card funds for orders received but not processed and shipped.  Some of this may well be AUTOMATED but some part of  the merchant order  processing and receiving payment from VISA just has to take the action,  knowledge and free will of a human paricipant.

In the interim, I received a response from the credit union/VISA account regarding my dispute with RCM Plans.  They have assigned the dispute claim to an agent specialist, provided me with a "temporary credit" to my account in the order amount and then warned me that the merchant has 90 days to respond.  The credit union said that neither they nor VISA could compel the merchant to issue a refund.  The merchants only obligation is protection of their good faith, honesty and reputation.  NOT MUCH TO GO ON AT THIS POINT IN TIME.

I filed a "consumer complaint" with the Oregon Dept. of Justice about July 10, 2013.  They gave me an email response yesterday (see below).  Not much to go on in regard to seeking performance or reimbursement from RCM Plans.  In any event, RCM Plans is on somebody else's radar screen.

I ordered two plan sets from RCM Plans last February and got a confirmation number for my order. In April I was able to actually chat with someone on the phone who promised that my plans would be in the mail by the end of that week, which would have been April 26th. Still have not received the plan sets. My letters to the Gold Beach, OR postal inspector and to the Chamber of Commerce have yielded no replies. I made two queries to the Oregon Department of Justice (Consumer Protection) and got case numbers but no apparent action after two months. Now, 6 months after placing the order by credit card, it is too late to recoup my payment from the credit card company. I ordered a plan on 22/2/2013 and have never received it. It is now too late to claim my money back from the credit card company, as the time limit is 120 days. Does RCM Plans normally notify the customer when the plan is shipped? I only received a confirmation of order that said the order status was processing and shipping, which I assume means not shipped?

To date I have not received my plans.

I ordered and paid for plans for a Gitano in February 2013, still waiting for them in October 2013 after many emails that go unanswered - pleeese for you own sake don't order anything from these people.

Several months ago I initiated a consumer complaint with the Oregon Atty General's Office. I have had several e-mails from them, with the third e-mail arriving in my in box this date.
The RCM Plans folks have finally responded to the AG's letter. The ubiquitous computer software once again. However, the RCM Plans folks response to the AG said they were going to contact me via separate e-mail and arrange for a REFUND of my payments! When this happens, I post another update. While the money is nice, I would much rathrer have the plans.
