I think they designed it to be a little of both on purpose. Because what if you like having the bed of a truck for storage and the looks and handling characteristics of a car, but you can't affors two vehicles? Thats why they made the El Camino.
Edit: Yea a wheel change would be nice.

i dunno but with the right engine they are FAST. my uncle was restoring 2 camino's about 6 mo. ago and i got to drive one. wow, big block

When that auto was originally designed the distinction was not as important. In this age the classification is meaningless anyway.
Plus, I agree with the rim change observation. The factory SS wheels with beauty rings are gorgeous, especially with the 'Chevrolet Motor Division' knockoffs in the center.

Its a car because that is what it is classified as for insurance and registration purposes.

I see it as a car, based on what is underneath. Also of interest is this section of Wikipedia's entry on the BRAT:
It's interesting to see what small things will switch a designation from truck to car.
Similar in concept to the Chevrolet El Camino and the Ford Ranchero, American versions also had carpeting and welded-in jumpseats in the cargo area that served to reduce import duties. Although the Brat could fairly be called a truck, the seats in the cargo bed allowed Subaru to designate the BRAT as a passenger car. Passenger cars imported into the US were charged only a 2.5% tariff, compared to 25% charged on trucks.

you can't haul a new atv home in your a car so I vote pickup, most pickups sold in america are not 4 x 4 or diesel so that is a pretty bad measuring stick for a trucks definition. I though it was a bygone era until I saw some australian mags, they just call them UTEs over there and they still sell alot of them, its like a el camino, a car frame and chassis with a bed.
My cousin had a thing for these cars, he had several older ones and still has a choo-choo conversion one, like this but black
