All the Cubs I've had liked a fairly nose heavy settings. A good place to start is at 25% of chord and then move it back slowly until it flys like you like it too.

RECOMMENDED BALANCE POINT
3-1/2” back from the leading edge of the wing
IMPORTANT NOTE: Balanced means the airplane sets level
when supported at the desired balance point, not slightly nose
down or nose up.
