Default airplane wont recive commands from transmiter

Ihave a guanlicatelina seaplane, whenI turn on my plane it beeps repeatedly about every other second and wont respond toany comands from my transmiter. does anyone know why this is happening?

List of things to check:

Batteries fully charged in transmitter and model?
Crystals properly plugged in on reciever and transmitter?
Transmitter turned on?
Is there an "arming" feature to the model? i.e. You need to press a button, run the throttle to full and back down, or something like that.
Is the radio 2.4 Ghz - is the model bound to the transmitter?

If nothing else works, try bypassing the speed control and motors by unplugging the speed control and plugging in a standard flight pack. Before you do this, check to ensure that the voltages are not too high for the servos, etc.
