When I have my Futaba 12FG in Multi mode with my R6014HS and R6008HS receivers I have the failsafe settings set to maintain the last control surface position and reduce the throttle. When I’m using it in seven channel mode with R617FS receivers the only failsafe option is throttle setting and by default the control surfaces maintain the last setting. It would seem that because of the Futaba 2.4 communication scheme, R617FS receivers would always maintain the last control surface position under any kind of potential disruption of the 2.4 radio signal. Is that correct?

Yes, you'll get a "hold' on the 7-channel or smaller receivers.
