It measures the lever height. The center leg should touch the lever, but without opening the needle valve. If you sweep it over the lever, the test pressure should not, or ever so slightly drop.
Beware. Each carb type has it's own measurement, and can be with, or without, the gasket. Read the F**g manual if in doubt, or if all else fails.

works fine in general,
slowed not very stable
to have a slow I must remain stable in 1850rpm.
