Default Tillotson carb issue

I have a 4.2 Sachs that has a HS model Tillotson carb. The carb will not lean out and run full speed if the low end needle is open at all. Seems to run real rich and sluggish transition. If you lean the high end to full rpm, then there is no low to high transition. The high end is only 1/2 turn out to achieve full rpm. I rebuilt the carb with a kit, and the same thing. No difference. Did I overlook something? I know about the critical pump lever setting. Thanks, Paul

The high speed nozzle check valve is possibly blown in the carb

Could be; I suspected that the welch plug over the idle circuit might be leaking. I sent the OP an Email since the links weren't working at the time. I wonder how it worked out.

Check to see if the carb is leaking fuel when pressurized. You may have a stuck Inlet Needle valve or bad seat.
