Any gasser carb in good condition with no pulse leaks will pump fuel 4 feet straight up..
Look for a pulse leak or leaky reeds that don't seal....

had a similar prob it ended up being a leaky crank case gasket it was hard to discover because there was no oil leak - air is pulled in from leak keeping it clean rather than through the carb

Hey Flyer, I had a problem with a carb that wouldn't pump gas. I thought I could reuse the gaskets and just tighten them down a little tighter, NOT TRUE. On the single-screw plate (usually containings the idle screw adjustment arm) where the diaphragm is, it must be clean of debris, Flaps must lie flat against the carb body and screw plate snugged down, DO NOT over tighten (over tightening this plate will not let the flaps open to let gas in. Gasket have talerance and tightening one time they start to loose this tolerance three or four times they are no good) Hope this helps it solved my problem

Your carb must have a thin plate, the little flappers are at least 1/16" away from the top of the plate...

I had this exact same problem with a 40cc gasser, and like pizza, I found out it was the head gasket leaking air. I replaced the gasket and it came to life... until the crankshaft broke for some unknown reason... =(
