There's a leak somewhere between the carb base and the crankcase, or a plugged pulse pressure hole.......3W carb insulator blocks have been known to leak...

The carb has a cast cover and a steel cover...Take the cast cover off...Crank the engine..You should feel a puff of air through the small hole next to the carb insulator with every rotation of the crank....
You can take the carb off and check the same thing in the unsulator block...Sometimes some sealer gets in the pulse hole and seals it off...
A leak anywhere in the case will have the same effect, no pulse, no fuel...Choking the engine brings fuel in whether the pulse hole is closed or not....

Check to make sure your throttle plate/butterfly did not rotate 180* in the carb. Sounds like what is going on, it happened to me, and I had the same symptoms.

The butterfly plate opens 90*, and we tried 1 1/2 an 2 just will not run at all, we opened up to 2 3/4 L and 2 3/4 H throttle all the way up, it ran untill I throttle dn
half way it dies. We tried almost every settings. Turned the setting back to the basic which is 1 1/2 and 2 1/4, ran off the prime then stop.
Thanks for all your help.

The throttle plate must have the head of the screw facing up into the carb / facing the crank shaft. If it is rotated 180* it will run as you say it is. Check to make sure the head of the screw is facing up.

The head of the screw is facing the same direction as the muffler when spring open,
if I look into the carb, I see the end of the screw when the carb is in closed position.

It sounds like that the wire screen filter in the carb is plugged.
