I'm not familiar with that engine, but perhaps I might have some ideas if you post a picture? I doubt the throttle arm is pressed on. Most often they have a single screw that holds it to the throttle barrel on most engines.

Scroll to end, there is a grub screw to lock the throttle arm.

Tightening the set screw should do the trick, however if the arm comes off the round piece with the set screw, you may have to put the arm on it then peen it using a center punch expand the metal to hold it on. I had to do this to a
tower .46 to keep it on.

Some throttle older arms are "staked" on. If this one is staked on, I would put ihe arm into position and use a punch with a hammer ti stake it in place. That kind of spreads the throttle arm ring a bit and tightens it up. I had to do that on an relatively new OS 70 a while back. The ring that holds the arm did have the grub screw set up, but if the arm is not firmly staked on, you still have a problem. More up to date engines are using plastic arms to avoid the noise generation . But then with 2.4 systems, that kind of noise is no longer an issue. This works for pressed on throttle arms, vibration often causes them to become loose.
