I think they measure to or count everything.
Have noticed that a lot of places they tend to stretch the tape measure across the paper plan, and say "That is the wingspan" then. More correctly they ought to build the aircraft wing add in the dihedral, and then take a measurement. True w/s ought to be smaller, especially on those old free flight models.

Used to be the length wwas from tip of rudder back edge to center of propeller. Some places it is measured fro that tip to the front face of the cowling tooo (this in case a spinner is not installed). It changes with each design now. As every spinner is manufactured differently, I would think the O/A length is variable.
I use Bob Holman for laser cutting, and do my own plans ucing autocad because have my own Calcomp plotter(s). I think Bob has been using his Kern for a good dozen years now.
