Default Slipper clutch gear alignment

I have a Savage 25 that I purchased used with a three speed trans. I recently burned out the slipper clutch gear and replaced it with a new one only to find that the gears do not line up correctly between the engine clutch bell and the slipper clutch gear. The engine either needs to come forward about 1/8 of an inch or the slipper clutch needs to come back that amount. I have already shimmed the clutch bell as far forward as I can but still need a bit more. When I took it apart there were two clutch pads which I don't think is right. I also took the trans apart but there is no way that I can see to move the shaft back. Does anyone have any suggestions?
