Which Option Part?
As most of you know, I will be getting a Savage X SS for Christmas, which will be my basher, and I will be converting the X RTR I have now for on-road use. Which option part(s) to do think I should get first?

3 speed all the way. does the most for your truck. Next I would get clutch shoes. Then maybe the pipe, or if you wanted something specifically for the other Savage, get the chassis kit.

The chassis kit is a lot of money, so if the racing conversion. You could buy the 3 speed and some aluminum clutch shoes for the price of that. I would get the 3 speed followed by aluminum clutch shoes. Then the pipe and finally the platlines.

3-Speed it is! Then, I will probably get the Pipe, followed by the Clutch Shoes, then the Phaltlines.
I heard that there is an internal shock mod that can be done to lower the ride height of the Savage. Can anyone show me how to do this?

I used fuel line to make my limiters. You just take the shocks apart and slide a piece of tubing over the shaft so it will be inside the shock when it is reassembled. This will keep the shock from fully extending, lowering the truck. You loose droop, but the benefits outweigh the negatives if you are going to keep the stock shocks. You also won't bend as many shafts after installing the limiters. How long you make the limiters just depends on how much you want to drop it. Most people start out with around .5" long, that will make the dogbones sit almost level.
I would go with aluminum clutch shoes for the very first mod.

That seems pretty simple. I will do this to my X RTR, but I want about 1/2" off the ground (for road use). Is this even possible, or is it just too much?

You could do it, but I'm not sure how it would handle. When you do a small jump etc/pot hole it might bottom out, and that wouldn't be good in a race.
