charger light comes on then slowly dims out

charger light comes on then slowly dims out
when i plug my battery pack into the charger the light comes on then dims out right away .. when i turn the truck on then turn it off the light comes on for a little longer then dims out .. the longer i leave it in then turn it off the longer the light stay on .. wAT IS GOING ON!!!
