ooooo nvm its suppost to come out in the roto start....requires removal of the engine.

one way bearing, does it just slip off the shaft or does the whole plate come off?

If it's really like, stuck, use kind of a un-threading motion...but it would really need to be hosed.

grab it and pull with pliers....or pry it off using a small screwdriver .
If its stuck its probably bad anyways.

Yeah...but see if you can't get it to turn first....don't tear up the shaft.

A drop of oil never hurts to loosen it up.
