Default brakes linkage problem Guys !

Hi guys, I just don't know what to do now ! I was changeing my brake pads and putting every thing back together like it was and notice that the brake linkage to the pads were out of place ? I say out of place because it keeps spinning around and around, before it never did that ? This is what im talking about : Shouldn't it be something that grabs the brakes from the metal part of the brake linkage ? When every thing is in place and I try to check the brakes by rolling the truck around by hand and play with the linkage part ,still nothing ? help me out guys, Please !

There should be a round metal piece that goes in the hole under the top screw that hold the brakes on. That's what holds that rod in place and stops it from spinning.
