RE: SAVAGE 25 SUSPENSION!!!
you could get the standard suspension take it apart and put a bit of fuel pipe inside the shock inbetween the bottom of the shock and the piston around the shaft thus lowering it any length you want just by varying the length of the bit of pipe you put in, this is def the cheapest way

RE: SAVAGE 25 SUSPENSION!!!
yes it is the cheapest way but it does make the suspension very stiff and bouncy because the spring is always under compression, this allows the car to fall over in bends, the only solution to the cheap fix is to cut the springs....but i dont reccomend it because then it is non reversble..
you could try these

they should fit without much if any modification and it would stop the header scraping on the shock behind the engine

Why not swap out the shock oil with something thinner and put on softer springs????? I run 20 wt oil with red springs on my XL and my arms sit pretty much level. The fuel tubing method also works. (did that on my rustler). I wouldn't think of cutting the springs at all.
