What receiver are you using? If the servos do not stop with very light pressure, there is a problem somewhere. Check to be sure your servos are not mounted too rigidly, ie servo screws too tight or mounting rails too tight against the servo. Also extensions can sometimes cause problems like this, unplug and then re-install the connectors a couple times to make sure they are making good contact, also sometimes aftermarket extensions can cause issues such as this. Only under absolute no load conditions will the servos be 100% quiet, the rest of the time they will be singing. Jittering is most likely to happen on the rudder as the rudder without any weight load on the servos may cause them to jitter as the servos serch for center. But here again, if you can touch the surface and it doesn't stop, something is wrong.
