Default Aftermarket control horn set

This set of control horns came with the BUSA Dr1 kit I bought off a guy, can anyone clue me in on how you go about attaching these to the control surfaces? Never seen these before.

Looks like the holes in the center are to increase bond strength. I would suggest a slot is cut in the finished surface and glued in with epoxy. What does the BUSA instruction say? They normally very detailed. A call to them might be in order. I spoke with Dave when I called them.
