Velcro can be used on a plane where the pilot needs to be accessible or removable after removing of the wing or hatch. You can use a little thin CA to attach one side of the velcro to the fuselage. Then glue the other side to the pilot.
If the pilot is under a permanent canopy and you don't want it ever coming off, use epoxy or canopy glue as already suggested.
The pilot in this picture is removable after I take the wing off. He sits on top of a hatch that covers my fuel tank. He's just stuck down with a couple small 1" strips of velcro. Pop him off and then I can access the 4 screws that hold the hatch cover over the tank.

I always run some type of shaft through the pilot and whatever it's mounted to. Sometimes it's a 1/4" dowel, or sometimes it's a few screws up from the bottom. But if the pilot is going to be sealed in (IE. Glued-on canopy) make sure it's well secured. If it pops loose, you'll have a heluva time fixing it (And they almost always pop loose [:@] )
