I have a bran new YS 140 Sport mounted inverted its leaking fule out the carb I have only ran two tanks throught it it runs rich on the low end I have low speed needle backed way out more than 4- 1/2 turns still leaks

If you are leaking fuel out the carb the regulator is not fully closing. If the regulator screw is flush with the housing you might have soem debris in the regulator, you can never filter YS fuel too much. If you are comfortable takign the regultor apart I would suggest taking a look and flushing it out.

I took the regulator off and checked it did not see anything in there
I tryed turning the regulator all the way in and it still runs rich I cant even get to go lean on the bottom end with the regulator turned all the way in and the low end out about 5 or 6 turns the motor will run fine but still spitts fule out the carb

Screwing the regulator fully closed could overcompress the spring which is why it is not recommended. Now having said that if you did screw it fully shut and it is still dribbling fuel something is not allowing to the regulator to fully close. Set the screw back to flush and then pull the housing again and flush the regulator out with raw fuel. Also push on the plunger with your finger and make sure it is going in and out and has spring pressure on it. If you go though this exercise and it still is dribbling fuel upon reassembly you might want to send it in for service.
