There is no low speed needle on the NC adjust it with the regulator. At first it bothered my, but after I got it set it was one of my best running engines ever. Wonderful engine!

Try this link for good instruction on setting up and tuning YS engines.

http://www.geistware.com/rcmodeling/...er/ys_main.htm

The regulator screw (the brass slotted screw on the bottom of the engine) should be adjusted in small increments(1/8 turn at a time)
and you should start with the screw flush to the engine housing.
It sounds like you are rich so you would want to turn the screw in to lean the mix.

DONOT bottom out the screw firmlyas this will damage the diaphragm!

On some NCs, you will not be able to cure the rich idle condition. On these you have to drill the hole that is in the butterfly out a step at a time until it idles correctly. Go to the YS forum and there is all sorts of information on this very thing.
