Actually, it means you will have to have your sUAS certified to meet FAA standards and you will have to undergo FAA certification training  to fly it.  Then, you can fly your whatever for the cops and get them to pay you.

Well, you could fly it for the realtors,but you would need armor plating.  If you flew it for the cops, you could carry a 30mm Vulcan cannon and shoot back.
