Looks like it was home made out of that chunk of aluminum

thats just the shaft fitting
see the small tank to the right, thats the oil reservoir, looks like chain saw stuffit has a manual pump.

but have the out board. Maybe some day when you have time you
could take it apart and tell us how it was built.
