The exhaust port in the lower unit doesn't match the 11cc exhaust outlet. The 7.5 lower unit is tapped so the 7.5 can be bolted to the lower unit. The mounting holes on the 11 cc lower unit are drilled to allow 6-32 screws to screw into the 11cc case.
The short answer, "No, not without reworking a 7.5 lower unit.
