Epoxy works well with most types of foam. So does Gorilla Glue.

I use Loctite Epoxy for Plastic, works great! Even better if you can re-inforce whatever you're epoxy-ing. For instance, if you break a wing, instead of just gluing the joint, spar it somehow. I use pieces of an old fiberglass fishing rod, makes it even stronger!

Slivers of wood with the wood grain running the long way is fine.

If Epoxy does not stick like crazy on a SMOOTH MOLDED SURFACE ?

It probably has some release waxes still on it. I do a VERY LIGHT FINE sanding of the foam surfaces to be glued. Then toss away the waxed sandpaper.

I use whatever glue I can get my hands on. CA, epoxy, gorilla foamy, regular gorilla. And, I always use those wood japanese skewers to support whatever I glue back together. That way it should be stronger after the break./

The ONLY CA to use is foam safe CA if you must.

Actually there are several foam planes that don't need foam safe. The Hobbyzone cub and several Parkzone models are a few of them.

Another good source are matchsticks to light fireplaces and barbecue grills, you know, the ones with a 1/8" (3mm) square hardwood cross section are worth collecting and saving. Wood is a soft hardwood, probably white pine, but I've used it to strengthen fuselages, back broken small wing spars, etc. They also make good epoxy stirring and applying sticks. After lighting fires, if sufficient stick is left, I salvage them.
