I have a film covered and do not know if its monokote or ultra coat 3D edge, and I want to paint it bottom dark top light in color, I have heard that you must scuff up the covering first to make the paint stick , what grit sand paper will do this unless not needed for electric type airplanes [no fuel?]

The 3M Scotch pads will scuff up the covering enough to hold epoxy paint pretty well. I have only done this where I wanted the painted edge to overlap the iron on film's edge.
I would never dream of painting an entire plane that has been monokoted.

why wouldn't you want to paint he enti5e plane if you wanted a different color scheme?

I have used  TF Luster Kote on top of Monokote.   I cleaned the Monokote with  Windex  to remove any  release agents on the new  Monokote then repeated with  70 % alcohol using fresh clean paper towels. 

It has held up better than expected on my nitro plane.    If you want to insure the  adhesion,  you should  scuff the surface with  grey scotchbrite.

I would rather strip off the old covering and recover the plane. A 3D plane should be kept as light as possible and paint is pretty heavy stuff.

Scuff and pant. Lots of scale guys do it all the time. The clear Monokote was designed to be painted it does not need scuffing.

I think Ill buy the fusion paint for plastic and go for it , this plane is opposite in colors as recommended by professionals which is that the bottom should be dark and the top be light in color
so I want to change it around and use a nice color bright on top and dark on the bottom with maybe a few decals on the wings top for strips.
