Short of just tearing it out and beefing up, just work up to it by doing a level fly by. Look for any indication. I was able to see my stab waving in the air and slow down to land. In my case, it was the metal joining rod for the elevator halves that was loose on one side. It wallowed out the hole and gave me a difference of about 3/8" deflection between the sides. Fixing that fixed my fluttering. Got 3 good diving strafing run flights on it with no problems.
