Im in the proccess of getting a engine for my 1/8 on-road...I have pretty much narrowed my search down to these 2 engines...If anyone has had any of these 2 engines I would like to know about its reliability, power (bottom, mid, top), and if you recommend the engine.

Isnt the Picco O-1 a buggy engine? Anyways, from everyone I have talked to, the Picco engines have one of the worst carbs on the planet. I run several RB engines and love them. I recently picked up a second 8th scale on road, and am using an S7-C for a mill temporarily, until I can figure out what I want to use. Love that engine, dirt cheap - and easily keeps up with the OS .21RZ(VO1B) and OS .21VZ-R
What car are you putting it into?

Actually there are 2 versions of the 0-1 a buggy and an on road engine. Thanks thats the kind of info i needed, but what is bad about the picco carbs cant hold a tune, unreliable? From teh reviews ive read about it it seems a pretty solid engine. The reason im asking is cause im getting into 1/8th scale been racing 1/10 and am not to farmiliar with .21 engines Im putting the engine into a serpent 950 though

If you are planning on racing 8th scale on road - neither of those engines will be suitable. 8th scale is the F-1 of on road racing, and every driver will be the best there is. Chassis setup and engine selection are much more important here than in 10th scale touring. Here are some good, less expensive engines to choose from:

RB Concepts C5 Circuit
Novarossi .21 R1
CMB EVO2 On road
Nova Mega SX-21T-EV5 MS
Rossi 21 Maranello
