I'd even say get a bunch of the people who fly there together over coffee and see if you can get some sort of formal frequency control scheme in place (i.e. someone needs to put up a frequency board). Sure, there will be people who will ignore it, but if they ever shoot anyone down, everyone will know whose fault it is. Peer pressure can be pretty effective, sometimes. One of the reasons I've not gotten into RC as yet is all this nonsense going on. I'm not really afraid someone's going to shoot me down (I don't intend to fly anything other than small, light electrics anyhow) but I AM afraid of shooting someone else down. Or getting hit by someone's plane, for that matter, while standing on the flight line. Some of the people who fly at the field are nuts.
