You can determine if it was recently on a charger though. NiCD's are not like Lead Acid's -- using the voltage method for determining full charge is a bit inaccurate. When they hit 1.185 volts per cell, I stop flying. The battery makers use about 1.0V / cell (at 20 degrees C) as the cut-off, but that would be an insane no-fly level to use at the field. Red offered some good advice, but I do deviate a bit from what he said.
